Sami OMARI leads HEMEIS’s strategic consulting portfolio with a focus on Afghanistan, Pakistan, India, and Iran. With nearly a decade of experience advising NATO, ISAF, the U.S. Department of State, and other international actors, he brings deep expertise in governance, diplomacy, and security, particularly in conflict and post-conflict settings.

His work includes:

▪ Geopolitical and Conflict Analysis – In-depth assessments of regional power dynamics, ethnic and religious tensions, and political instability across South Asia and Middle east.

▪ Counter-Terrorism Advisory – Specialized insight into the TTP, BLA, ISIS-K, and other proxy armed groups, along with Pakistan’s internal security and India-Pakistan tensions over Kashmir.

▪ Governance and Rule of Law – Expertise in institutional reform, legal advisory, and state-building in fragile environments.

▪ Human Rights and Inclusion – Strong focus on women’s affairs, refugees, minority rights, and justice reform across South Asian countries (Pakistan, Afghanistan and Iran).

A former Prosecutor, legal advisor, and Government Liaison Manager with NATO during the NATO-Mission Afghanistan, Mr. Safi has built an extensive network of relationships with senior government officials, military personnel, civil society, and international organizations.

Through HEMEIS, he supports policy development, dialogue facilitation, security strategies that align global priorities with regional and local realities—driving sustainable peace and resilience across South and Central Asia.
